Microsoft Teams: Receive all group chat messages with RSC

If you use Teams Graph APIs, you can now leverage the resource-specific consent (RSC) permissions model to receive user messages without being @mentioned in standard group chats. With the RSC permissions model extended for chat and channel scope, you can request consent from team owners for your bot to receive all group chat messages. This feature is explained in detail in the linked article from Microsoft. Note that this feature became generally available for Microsoft Teams in December CY2022.
