Outlook: Scheduling Assistant settings moving to the toolbar

In an effort to streamline and optimize the scheduling experience, the settings for Outlook's Scheduling Assistant will now be moved to the toolbar. This change will reduce the number of clicks needed and create a more seamless experience for users.
This change is set to be released globally for the web cloud platform in October of CY2023 as part of the general availability release phase. This new feature will be available on the worldwide (Standard Multi-Tenant) instance. The roadmap ID for this change is 170792 and more information can be found at the Microsoft 365 roadmap.
