[Whiteboard] Standalone app deprecation (Windows, Mobile)

Microsoft will retire standalone Whiteboard apps for Windows, iOS, and Android on October 16, 2026. Users must switch to accessing Whiteboard via Microsoft Teams or supported web experiences. Admins should inform users, update resources, and ensure readiness for this transition. What and why: Microsoft Whiteboard is retiring the standalone Whiteboard applications for Windows, iOS, and Android. Beginning October 16, 2026, the standalone Microsoft Whiteboard apps will no longer be supported for work or school accounts and personal Microsoft accounts. Users should access Whiteboard through Microsoft Teams and supported web experiences going forward. After the retirement date, already-installed standalone apps will display a retirement experience and will no longer provide access to Whiteboard galleries or existing Whiteboard content.
