Limits in Copilot Chat
Microsoft is implementing fair use limits on Copilot Chat features for users without a Microsoft 365 Copilot license, starting November 9. Limits apply across platforms, vary daily, and cannot be adjusted by admins. Users will be notified in-product, and no action is required from organizations. Microsoft uses fair use limits for some Copilot features for users without a Microsoft 365 Copilot license. Features, such as image generation, already use limits, as previously communicated in MC1064749. We are applying this approach to additional Copilot Chat features and capabilities. Users will be notified in-product if the capacity or feature is not available. Rollout Schedule Limits are currently used for some Copilot Chat capabilities and may expand to additional capabilities over time. New Copilot Chat limits will start rolling out on November 9. Impact on Your Organization Who is affected: Users without a Microsoft 365 Copilot license in commercial tenants. Platforms/Services: When using Copilot Chat in apps (web, desktop, and mobile). What will happen: Fair use provides users with access to a feature with limits and can vary throughout the day. For either type of limit, the user can try the feature or capability again later. Microsoft will be clear on the timeframe in product. Responses already in progress will not be interrupted. Microsoft sets and manages these limits. Admins can’t view or adjust the limits. Action Required/Recommendations No action is required. We recommend that admins: Inform help desk staff that some Copilot Chat capabilities will be limited for users without a Microsoft 365 Copilot license. Review Limits for features and capabilities in Microsoft Copilot Chat | Microsoft Support for more information about how access may vary. Review Manage self-service license requests in the Microsoft 365 admin center to understand how your organization can manage self-service license requests. Compliance considerations No compliance considerations identified, review as appropriate for your organization. Message ID: MC1536163
