I have to turn off the 'On object interactio' preview feature in order to have the new features and layout. This will disable the on object editing of course but also the Pane manager disappears:

With 'on object interaction' enabled the visuals pane title becomes 'Build' and the three icon tabs are gone. But Pane manager is back:

Happens on all my systems (>3). Something is wrong here.
