Copilot Studio – Upcoming usage enforcement and behavior changes for message packs

Starting April 30, 2025, you will start seeing changes to the way your agent behaves once purchased messages in your Copilot Studio message packs have been exhausted in any month. This policy applies to all tenants using Copilot Studio message packs for conversational and autonomous custom agents. How does this affect me? When a tenant has utilized 125% of their message pack capacity in any month, agents will stop providing expected responses to new agent interactions and respond with “I’m sorry, I’m not sure how to help with that”. All subsequent attempts to invoke the agent will be rejected until capacity is increased or reset (see options below). Please note that active and ongoing interactions will not be impacted. What do I need to do to prepare? Please review your current usage and ensure that your prepaid capacity is sufficient. Regularly monitor your message consumption and adjust your purchased quantity as needed. Additionally, we recommend that you sign up for a pay-as-you-go billing plan to ensure continuity of business-critical agents to manage overflow usage in any month. Pay-as-you-go messages are not counted until all purchased message pack capacity is utilized. Message ID: MC1056311
