I think it's pretty clear that Q&A, a feature that has been an integral part of Power BI is being totally deprecated. The only alternative is to use Copilot with Pro + F2, meaning that all Clients (not users) will have to PAY MONTHLY MORE for this functionality (albeit it a much more functional alternative). There is NO other option in the future.
But you do not need a F2 for every Pro user. Lets take an example of six Power BI Pro users:
One shared F2 capacity can provide Power BI Copilot for all six Pro users. You don’t need a separate Copilot licence for each user. Microsoft’s guidance explicitly supports this through a Fabric Copilot capacity. Microsoft guidance
Your setup would be:
Item What you need
Power BI Pro licences Keep all six—one per user
Fabric capacity One shared F2 capacity
Copilot access Assign all six users to that capacity’s Fabric Copilot capacity users group
Report workspaces Can remain in Pro workspaces
You don’t have to move your reports into an F2 workspace. The designated capacity collects Copilot usage from the assigned users, including usage in Pro workspaces and Power BI Desktop. All six users’ Copilot consumption goes to that same capacity. Supported scenarios
Your administrator needs to:
Enable Copilot for the users.
Allow the F2 to be designated as a Fabric Copilot capacity.
Assign the six users to it.
The capacity must be in your Fabric tenant’s home region, and F2 is the minimum supported Size
